New U.S. tax bill

This morning, the tax bill passed, eliminating the 80K tax exemption for American workers overseas. Does anyone know if this would apply to Americans working in the UK? There is a treaty between the two countries that was ratified on 3/31/03, and I'm wondering if the treaty would supercede the new tax bill. Can anyone tell me?
