bypass surgery leads to restricted breathing

Ever since my heart surgery 9/01 I've had difficulty breathing. I feel discomfort in the sternum. I feel that my chest was closed too tightly after the bypass procedure, and has caused restrictive breathing. Would this inability to breath eventually lead to possible muscle deterioration? How could this situation be corrected?
