Negotiating on Rentals

Is it standard practice to negotiate on a rental in London? I am hearing it is but given what seems to be a tight rental market I'm not sure I want to play Russian roulette. I am trying to get a place that is furnished with TV and fitted kitchen. the broker is being a bit dodgy and saying the owner will not negotiate price but it doesn't seem like he wants to negotiate on anything. I feel a bit sketched by it.
