Relocation Offer San Francisco to London

I have been offered a Project Manager Position based in London but working with our German Market. I currently work at our San Francisco office and live within San Francisco as well. Our company is currently breaking into the German market in the electronic invoicing industry. My new role will be to manage the implementations of fortune 500 companies onto out network working with their upper management (up to CFO and CIO level).

I am 27 and currently in a lesser role with the company earning roughly $50,000/year, however US Project Managers here earn around $80,000 - $90,000/year. I have been offered 42,000 pounds/year to start increasing to 50,000 pounds/year after 1 year. They have also offered to pay for relocation expenses and the first months rent, but no housing allowance. I do not own a home and have no debt in the US, so I have very few financial ties at home outside of a few investments.

My company is still somewhat of a Startup at this point and we are still not making a profit at this point (and are not expected to for at least another year) and our salaries are definitely below average, however this doesn't seen like a sufficient offer after reading many of the other posts on this page.

Does anybody think this is an appropriate offer? If not what is the minimum that I should consider?
