Moving dogs to UK non-cargo

We are considering a move to the UK and are aware of the pet travel scheme and its website, but remain confused about a few issues. Is there any way to move small dogs to the UK by transporting them in the airplane cabin with you rather than as cargo? We travel with them in the cabin domestically, but it looks like it may not be an option to the UK. We understand that one alternative may be the Queen Mary 2 crossing, as the ship has a kennel. We absolutely will not ship them as airline cargo and will forego the move (or seek a move to aother country) if this is the only option. We'd really appreciate any comments from folks who have experience with and/or knowledge of the non-cargo options? Thanks.
