The green paper came out on this earlier in the year. Note that it's clearly aimed at the non-European. That means expats. Work permits will be harder to get.

The rules are changing. Make sure you understand how this will effect your legal standing in the UK. Everyone is in different circumstances - don't get caught unawares!
