Negotiating lets?

Hi folks, me again. Enjoying what I'm reading.

So in doing my homework and taking the advisement of English acquaintances, I understand that one interested in a flat should never automatically pay the quoted, but rather, one is expected to negotiate the asking price. Ok, all fine and well, but I've never even attempted to do that before. (I've lived pretty much in the same place for over a decade and it's the first place I ever rented.)

How exactly does one negotiate down an asking price for a flat? The economy being what it is, I'm sure it's not too hard, but... (Mind, I'm the same student going flat hunting the end of the summer from a few threads down...) I don't want to sound like an "American idiot".
