Looking for advice!

We are looking to move abroad, specifically for an opportunity in London. I was recruited in this case and the following offer has been presented:

56k pounds/year
8k pounds relocation assistance
10k pounds signing bonus

We are young couple with no children and a dog. This is the first offer, I would expect protocol would be to counter. Looking for all thoughts/opinions :) Is this enough to make it over in London?
