Do I ask for relocation expenses?

I am a UK citizen but moved to the US when I was 7 and have lived in the US since. I am planning on moving back to England by December, but earlier if I find a great job. I have been actively interviewing for two positions over the phone, but both are requesting I take a trip there for an in-person interview. How do I bring up the question on who would pay for the flight for this interview since it would be last minute and obviously very expensive.

Also, if I am offered either of these positions, should I ask for relocation costs to be reimbursed, at least partially? I'm not sure if it is appropriate since I am seeking the employment in England with the understanding that I am already planning on moving there. Is it appropriate to ask, and if so how exactly do I say it?
