Immigration advice

My wife and I came to Northern Ireland in January this year. I am a U.K. citizen and she is American. She is here with me on a visitors visa for six months and has just under two months of that visa remaining but would like to stay permanently. Can someone tell me what the best options are for her to get permanent status in the U.K. without going back to the states during that process? We had read some information about U.K. Treaty Rights in the recent past but have not been able to locate the documents that need to be filled out and do not know the correct process for exercising those rights. Any help would be appreciated. Regards, Stephen
