Suggestion required for city to live

Hi Friends,

I am planning to move from Delhi to UK with family. I have 2 kids and I am a software professional. I have some basic parameters/requirements on the basis of which I am trying to finalize a city/town to live. Can you help with with this based on these factors:

a. Not too expensive for rent (max 850 GBP for 2 bedroom apt)

b. Good government schools nearby (my kids are in 7th and 1st standard)

c. Not too congested neither blank like a village (markets/shopping area should be close with several options)

d. Very safe for families with kids

e. Friendly people

f. Good medical facilities nearby and Indian temple/community easily accessible

I selected few cities - Birmingham, Liverpool and Brighton. I selected these as they are relatively 30-40% less expensive than London it seems based on information on internet and also schools seem to be good in Birmingham and Liverpool, not sure about Brighton. I selected Brighton as it seems to be high on safety and is also less distant from London. Will you suggest some other options?
