Is there a place a pain patient can live?

My husband is disabled, in chronic pain and requires pretty large doses of opiate pain medicine to even be able to walk. Here in the US, he is being denied that and forced into extreme, unrelenting agony, so we are seeking a place where the war on drugs does not condemn people like my husband to a lifetime of suffering. He and I also both use cannabis for other health issues and are looking for a place where we can live in peace and comfort. He gets a disability income and I am an experienced English as a Second Language teacher, business manager and graphic designer. Would Uruguay be right for us? Thanks in advance.
