Resident or resident applied for visiting nearby countries

Suppose I come to Uruguay and like it. Now I apply for residency and I stay, during the consideration and approval process. Is it a pain to:

1. Visit Buenos Aires, to same the European food (i.e. German)
2. Visit nearby Brazil, to practice Portuguese (as opposed to Spanish)

In other words, to I need to get a visa, get the passport stamped, etc., every time I wish to pay a short visit, across the Uruguay border?

Just curious.
