I'm either going to bring a cell phone with a US international plan (not great or even doable for local calls), or bring a phone and get a sim card (which I presume is for local service.

What's the best option for the second scenario?
This one https://www.onesimcard.com/cell-phone-rates/uruguay/ is $.65 a minute to make a local call. That's not an option (meaning, I hope there's better options).
