obtaining permanent residency

We purchased a home near Punta del Este and are very happy. We have our temporary cedulas, and, as we plan on living here for the rest of our lives, want to get permanent residency. We hear "it's in the final stages" but have been told that doesn't mean anything in particular.
My question is -
what should we be doing? should we visit the Immigration office periodically? If so - how often? Are there other tips or ideaas about finding out where one's application REALLY is in the process?

and finally - how does the immigration service contact you? i received one email about one bit of information but i am afraid that if they call we may not be home or...

any ideas or help would be greatly appreciated!!!
