Hello again, me and my endless questions....

In Atlantida, to set up utilities for an Apartment, can you do it all in Atlantida? Water, Gas, Electric and Antel? Is it anything like back in the States with deposits and monthly payments?

Also does anyone know of places that might sell used or pre-owned appliances? I plan to look on MercadoLibre for this.
