Visit To Uruguay

Hello,
We are Expats living in Boquete, Panama and are planning a visit to Uruguay in September.
We plan on staying 10 days in Montevideo and 10 days in Buenos Aires.
We are mid budget and prefer not to rent a car and change over night locations as little as possible. If at all!

We are looking for suggestions/areas for accommodations that are safe and quiet.
Places to visit.
Suggested restaurants.
Traveling by ferry or bus to Buenos Aires?
Off the beaten path/non touristy suggestions
Any suggestions are greatly appreciated.
