Moving Uruguay

Hi,

We are a Portuguese family resident in Angola - Africa, and are considering the chance of moving to Uruguay as we do not want to move to Europe as emerging economies have better chances of professional growth for our kids but at the same time we are sick and tired of corruption, politics, politicians and mismanagement.

We are Portuguese speakers so learn Spanish won't be an issue ...

I have been hearing nice things from the country, and my questions would be :

Would a move to Uruguay be a good move? i.e.

Would be easy to setup a small business ?

We are a mixed race family (all), i know from my experience that everything comes from respect, but do Uruguayan society do well with diversity?
