Water well permits

I have read posts on this and other fora that state that one drills a well in Uruguay and does not bother with permits. I have been reading the law and all water, surface or aquifer, belongs to the Uruguayan Government and a permit is required for any use including water wells. In reviewing the permits awarded in the last few months, I see that OSE has recently gotten a number of permits, as well as some private wells for human consumption and irrigation or industrial uses. I also noted that these permits expire in ten years and must be renewed. While we prefer to do things on our own, we do not want to have trouble with the Government. I appreciate any "boots on the ground" information.
