"stained" money

Recently a $100 USD bill issued by BROU ATM has a small stamp on the back. I was told it had no value and the Cambio refused to exchange for UY peso. They told me no one would accept this at face value but that BROU, who issued the bill, would take it back at a discount. Has this happened to anyone else?
