Tourist Visa and Residency

I have a few questions regarding extending a tourist VISA and also residency. My plan is to live and work in Uruguay long term. Say I enter Uruguay on a tourist VISA and I am renting an apartment in Montevideo.

Will I have difficulty renting a place on a tourist visa before landing a job?

For those intending on staying long term is it better just to immediately apply for residency? I have read that I can extend a tourist VISA for another 90 days by going to the immigration office in Montevideo, but after that in order to stay longer on a tourist VISA I would have to leave the country for 24 hours and then re-enter.

Can someone who knows explain the ways of getting permanent residency? Which documents should we have entering the country with spouse and children?

Another question. How long do I need to have travelers health insurance before being able to access health care in Uruguay with a mutualista?

Do I need to have applied for residency or actually have established residency before accessing healthcare through a mutualista.

Any help answering these questions would be greatly appreciated. :)
