Elementary school education in Vietnam outside of International Schools - HCMC

We are moving to Vietnam this year. We have lived there from 1998 to 2001, and now are really only nervous about one thing, our kids' school. We have a 5 and 8 year old and will be spending this summer finding them a school for the fall. Via internet the only school that has promise is Horizon bilingual school. I'd love to hear about the experiences of parents living in Ho Chi Minh City with young kids.
We do not have the means to pay for the expensive international schools, but are prepared to pay up to $300/m per child if necessary.
