cell phone service in HCMC

I want to be able to use a smart phone while living in HCMC and traveling around the country next year (starting sept 2012). What advice do you have regarding what phone or service to use, etc.? I read that 3G is available now, but I'm wondering if this is true and, if so, how is it working?
