Retired American Thinking about Moving to Vietnam

I am a retired American currently living in Thailand for the past 2 years. I have traveled quite extensively in Vietnam since 2004 and am contemplating moving to Vietnam next year, most likely to Hanoi or DaNang. I receive a USA government pension check monthly. Anyone with similar background with tips or advice on how to establish a bank account that allows transfer of funds from a USA bank to a bank in Vietnam? I am also curious to know how to acquire car and motorbike driver's licenses (I currently have Thai driver's licenses). Any other tips/information would be appreciated.
