Teaching w/ Masters Degree

I'm an American male professional in my early 30's with a Masters Degree in Public Policy (a B.A. as well), and experience teaching ESL in Korea for roughly one year: Is a CELTA or TESOL certificate still necessary for me to find a reasonable paying teaching job? My plan is to fly to HCM and set up shop from that point. Anyone else in a similar position or offer up any advice on this matter?
