Background check for US citizen?

Hi -

getting ready to move to Saigon, trying to understand how to go about the background check. Am I right that I need an FBI/federal check, not just a state check? I plan on teaching but don't have anything setup yet - should I wait until I have an offer or should I apply now from the US. I know the VN laws change often regarding how recent your check must have been done but I also see on the fbi site this charming note:

"anticipated processing time for an Identity History Summary is approximately 14-16 weeks. Allow additional time for mail delivery. " http://www.fbi.gov/about-us/cjis/identity-history-summary-checks

All of which has produced complete confusion in your humble correspondent. Please advise if able. Thank you for your help...
