Marriage requirements for Vietnam

My Fiance (she's VN, I'm AU) are planning to marry in Vietnam.
We're having trouble getting specific details on what documents I will need for the marriage.
Mainly it's to do with the "No Impediment to Marriage" certificate.
1. Can it be issued from Australia or must be from VN?
2. Does it need any certification (postille etc)?

My fiance went to the office where marriages are registered and some agent there offered to do the whole shebang for USD700. I think this is a scam but I can't afford to be flying back & forth from KL to HCMC to get this done myself.
