Schengen Visa Application

I am helping my GF apply for a Schengen Visa but we are finding the process expensive, complicated and risky and was wondering if anybody has any advice here.

All of her documents need to be translated into English and notarized. Can anybody recommend a notary that can do this relatively inexpensively? We were quoted around $7 per page and we have over 20 pages to translate.

Also, she has never been out of Vietnam, so we are unsure of whether to apply for a family and friends visa instead of tourist. Any advice there? She has a house, job and child in vn so I don't think she will be considered a flight risk.
