work visa question

I have just been appointed a job in Hanoi from my American based university. I am supposed to be in Hanoi next week for an important orientation, but my employment visa, which is done electronically, is still being processed (at the MOJ in Vietnam at the moment) and my vietnamese host claims it will be issued by next week. If they fail to issue it by the time I have to leave the States, can I just show up in Hanoi and enter with a tourist visa on arrival, then after some time take a weekend trip out of country so I can re-enter on my employment visa? I know this is complicated, but if anybody has some insight I would appreciate it!
