About visa for EU citizens

I am planning to come next september and I seem to find only information about 15 days stays but we are moving permanently. I am citizen of Finland. Can anybody tell me if I can come to the country with 15 days visa and apply for loger term there or do i have to apply for longer visa before arrival? Thank you all very much!
