Internet in Nicaragua

My wife has family that lives in some of the poorer areas of Managua. She tells me that it has been raining, a lot, and the rain/damp/whatever affects the quality and speed of their internet connection. Is this true of other areas or just parts of Managua? If you use Skype or other video chat platforms, what do you think of the quality?
