Pick up trucks

I had understood that pick up trucks were exempt from the "newer than 2008 law" for bringing vehicles into the country. However, a person at the Miami Nicaraguan Consulate says that the pick up truck cannot have a second seat i.e. crew cab. Does anyone know the answer and/or can tell me where to find the law?
