Corruption??

According to the TI corruption index, Nicaragua is on the same corruption level as Madagascar - which is horrific!

I do not talk about police officers asking for some dimes, "because it is so hot, and I did not yet have anything to drink...". This is folkloric.

Here in Mada, one of my employees was put in prison after a minor car accident, together with the (totally drunk) victim who fell in front of the car - for "cooperation in case of a murder", while the murderer of a man killed much later that night and some 100 yards away is still running free. If I had not paid some million FMG, both would still be in prison until today (this was in 2010), because no process will ever be engaged.

At present we have the same problem with the tax office - they blackmail you, until you are ready for an "arrangement" which means pay quite a big sum into their private pockets.

To refuse this may become lethal - they are a real mafia, and almost everyone in the administration is in the game!

Someone wrote that corruption is inhibited by Law in Nica, and that the Police work quite efficiently.

Maybe the TI index is obsolete and not up to date with respect to Madagascar, but can anyone comment this topic?
