Paying your annual property tax

I understand if property tax are paid by Mar ch of the year, there is a discount. Can anyone explain how this works ?
Can the tax be paid by mail or must one go to the tax office ? , Local municipal tax and the department tax are separate I assume.
I do not expect we will get any notice in the mail or something like that regarding the amount due.
Can someone familiar with the procedure enlighten us on this being taken care of annually? Thanks
