Service dog import process

I have a "real" service dog due to a physical disability. I would like to visit Esteli area to see if this would be a good fit for retirement. Has anyone experience with processing my dog (who flies at my feet) at the inspection at the airport. We are experienced travelers with Mexico as the last international trip in 2015.
Also, will he be accepted by businesses, outdoor restaurants, etc.? His vest is in Spanish and identifies him as "servicio perro". Any ideas
