driving laws in Nicaragua?

In reading the laws of Nicaragua I see if you are involved in a traffic incident you may be detained for a minimum of 48 hrs and maybe until your court date is over...weeks or months. It says even if you appear to not be in fault and have the proper insurance. I looked at moving to Ecuador some years back and they have similar laws. Expats said they chose not to own a vehicle and use public transit or taxis for this reason. Is this an actuality or just a law. Has anyone heard of this? Can you shed some light on the subject?
