paypal xoom

Hi, I am an American expat living in Managua. I have a paypal account with money in it and a xoom.com account but have been unable to withdraw money from my paypal account. I do not have a bank account. I do not have a credit card or a debit card. How can I access my funds from paypal (or xoom)? I also have an immigration fee to pay, so I want to find out as soon as possible how to use paypal and xoom. I also have a work at home job offer from the US, the boss there wants to pay by paypal (or xoom), so I need to figure this out going forward with weekly paychecks as well.
