How much rains

Hello,
I was reading on http://www.san-juan-del-sur-info.com/weather.html
that during dry season there is no rain for 5 months. Is that true?
Do growers rely on water tanks and irrigation? I'm concerned because I'd like to have fruits and veggies garden but investing in tanks and irrigation is out of question, I couldn' afford it.
