cool weather cities ???

We are retiring this time next year. My wife grew up in Corinto, so she is a dual-citizen....happily married for decades, living in the US. We both prefer cool weather and we are looking for ideas. Matagalpa, Jinotega, Jinotepe , Esteli ?
We just want cooler weather....cooler the better, friendly people, low cost of living, decent medical care.
Just researching online, we are leaning towards Matagalpa, but hoping some experts on here can give us their thoughts. Thanks in advance !
