I am going to be coming over in October & have chosen Shkoder as it seems to be a little more laid back than Tirana. I also like that Montenegro is so close for exploring . My question is more about the climate and “activities” in winter. I’m from Northwest Montana so I’m very used to cold, snowy weather, but is it THAT cold? Are street markets still operating? Is it still bike friendly weather? Part of the reason I chose Shkoder & not Saranda like I was originally planning, was even though I don’t LIKE crowds, Saranda is DEAD in the off season…
