Planning to Move to Croatia Family of 4

Hello everyone, I am so happy and thankful to find such an amazing blog with people that are so willing to help!

This is my scenario, I am planning to relocate, right now I am in Costa Rica, but the price of life has come so expensive and business wise it has become a bit hard here. From everything I've read so far Croatia seems a great place to raise a family, I have a 13 and 10-year-old, My husband is an Italian Chef and I am a self-taught photographer, and we'd like to open a Pizzeria, Italian Icecream shop or a Pastry place, (basically food), our budget is limited and we'd like to know, which city would be the best to open a food place (hopefully by the beautiful coastline) also a city that would be good for our up rasing family and for me and my husband to work and enjoy ourselves as we grow older. (Am I asking too much?) HOPE not! ;)
We really don´t know much about the country just yet, but we have read so many wonderful things so we really appreciated your assistance as complete new first timers! :D
