Applying for a Passport

I am looking at applying for a passport from the Dominica.
I have checked the common prices (online immigration companies) to make an investment but I am looking for another way that would be more practical and that also involves an decent and fair investment.

Would you recommend visiting and doing the paperwork and investment while being there or it really doesn't matter?
I am asking this because sometimes, being in the country helps find other legal ways to do something like applying for a second passport with the right amount of money and time required.
