Plan on moving to St Lucia from India

hai all, am Sangeeta from south India. I wish to study a vocational or a certificate program in St Lucia with a low tuition fee cost. Since am an international will it be able to convert to student visa after landing in the country on VOA(visa upon arrival).. Thanks in advance.
