Electrical Work?

Hi, I'm interested in applying for a job in St Lucia, but my husband doesn't think he'd be able to find work there. Does anyone know if there is much work for electricians, and also how transferable his Canadian red seal ticket might be (what he would need to do to get the equivalent education in St Lucia)? Any information would be much appreciated.
