Enquiry about Visa

I want to make an enquiry which is of great concern to me. I know that a business visa should not take beyond 1 month to process to st Lucia. However, my agent claims he has started the process for me since December, and up till now, I am yet to receive my visa. Initially he said my documents were with the police in st lucia for over 1 month for cleaning . It's April already and I am yet to receive a progress report. I was transferred from work in Africa to st lucia. Could the agent be playing fowl or does visa process with work permit take up to 4 months. Thanks
