Roads in Coronado

I hope this question will be received in the spirit that it is asked. It in no way is meant to be negative. It's truly an inquiry. I had read a lot about Coronado. Earlier this year, my spouse and I were in Panama and drove out toward Coronado. We drove around but could barely do so because the roads were so bad. We wondered if we were in the wrong area but when we asked a store owner closer to the main road, we were told that this is how it is because the developers were done and there was no one who is taking responsibility for the roads. They said that we were definitely in Coronado. Is this true? If so, I'm surprised that I never hear anything about it. Any insight would be appreciated.
