Dear navigators, good morning, I am an Italian holder of Cedula E permanent residence, obtained with the treaty of friendship and navigation that exists between the two states of Panama and Italy.
I would like to point out that I am not currently a resident in Panama and the question arises on an unclear regulation of the immigration office.
This office indicates from a document dated 2019 that every holder of permanent residence can also live for personal reasons (work etc etc) outside of Panama, but every 2 years must return for at least 48 hours of stay on Panamanian soil to keep the residence "active".
Now for Italians, however, this rule is not clear because in the fourth point of this immigration sheet it is written that Italians are exempt from this obligation but fall within the 6-year rule, that is, to keep and guarantee permanent residence and that it is not cancelled, you must return at least once WITHIN 6 years, always for at least 48 hours to guarantee active residence.
Is there anyone here in the forum who can unravel this problem? Because after at least 6 requests to 6 immigration lawyers to resolve this doubt, the answers were different and not univocal.
In the meantime, I send my warmest regards
