"Not difficult to turn a tourist visa into a Retirement Extension, but must be over 50 years old with sufficient money in Thai bank or proof of income from US Consulate. Not difficult but immigration office in Chiang Mai can be extremely busy. Also need to show rental contract," remarked another expat in Chiang Mai, Thailand.
"If you plan to stay in Chiang Mai for an extended period of time, you will need to obtain a Non-Immigrant Visa from the Thai Embassy or Consulate in your home country. Once you have obtained the visa, you will need to register with the local Immigration Office in Chiang Mai and obtain a Certificate of Residence. You will also need to renew your visa and Certificate of Residence every 90 days," said a member in Chiang Mai, Thailand.
