"Yes, foreigners are allowed to own property in Washington DC. There are no restrictions on foreign ownership of real estate in the District of Columbia, and foreign nationals may purchase and own property in the same manner as US citizens. However, foreign nationals may be subject to certain taxes and fees, such as the Foreign Investment in Real Property Tax Act (FIRPTA) and the Non-Resident Real Property Tax. Additionally, foreign nationals may need to obtain a visa or other documentation in order to purchase property in the District," mentioned another expat when asked about moving to Wash DC.
