When we asked expats in Algeria if foreigners are allowed to own property, they answered...

"Foreigners are not allowed to own property in Algeria. According to the Algerian Civil Code, only Algerian citizens are allowed to own real estate in the country. Foreigners may lease property in Algeria, but they are not allowed to own it. Additionally, foreign companies are not allowed to own land in Algeria, but they may lease it for up to 99 years," remarked another expat who made the move to Algeria.
